Meta’s political content restrictions raise concerns ahead of the US midterms

CASE STUDY UNITED STATES DIGITAL RIGHTS ELECTIONS META

As the United States approaches its November 3 midterm elections, FEMINIST and Repro Uncensored are raising concerns about declining visibility of political content on Meta's platforms, warning that restrictions on digital reach can undermine voter outreach, public debate and democratic participation.

What happened?

In the final days before the United States' November 3, 2026 midterm elections, feminist media organization FEMINIST and Repro Uncensored raised concerns about the visibility of political and civic information across Meta's platforms.

In a joint Instagram publication, the organizations highlighted the potential consequences of algorithmic restrictions on political content, particularly when social media is being used to share election information, reach voters and organize communities.

The publication included Instagram performance data comparing the reach of an election-related post with typical post views between October 27 and October 29. The chart illustrated a substantial difference between the featured post's performance and the account's usual reach.

Although these figures raise questions about content distribution, a comparison of individual post performance cannot, on its own, establish deliberate suppression or identify the precise cause of reduced visibility.

When political information becomes less visible in the days before an election, the consequences can extend beyond individual posts to voter outreach, community organizing and the public's access to information.

The organizations are calling attention to the increasing dependence of civil society on platforms whose recommendation, moderation and distribution systems remain difficult to independently examine.

FEMINIST's history of platform restrictions

The concerns raised ahead of the midterms follow earlier reports of censorship affecting FEMINIST's Instagram content.

In July 2026, FEMINIST published an account of restrictions it had experienced during June, reporting that reproductive health content had been censored and downranked on Instagram.

FEMINIST has built an audience of millions around feminist news, reproductive justice, gender equality and social issues. For organizations operating at this scale, changes in content distribution can significantly affect the number of people reached by educational and advocacy material.

The organization has also participated in wider efforts to challenge platform censorship, including advocacy alongside Repro Uncensored and affected civil society organizations at the European Parliament.

Evidence of political content downranking

Concerns about political-content visibility on Instagram predate the 2026 midterm elections.

In 2024, Accountable Tech analyzed Instagram reach data from five prominent accounts regularly publishing political or social issue content, including FEMINIST, GLAAD, the Human Rights Campaign, Hillary Clinton and Field Team 6.

Its analysis found an average 65% decline in reach across the five accounts over the study period, following changes to Instagram's approach to recommending political content.

This historical finding does not establish the scale or cause of any decline during the 2026 midterms. It does, however, provide relevant context for concerns about how changes to recommendation systems can affect political information and civic engagement.

Platforms do not need to remove an account or delete a publication for its visibility to be affected. Changes in recommendations, distribution and eligibility can also influence whether content reaches audiences beyond an account's existing followers.

Meta's election-period restrictions

Ahead of the 2026 midterms, Meta announced a separate restriction on new political, electoral and social issue advertisements during the final week before Election Day.

The advertising restriction began on October 27 and runs through November 3. Qualifying advertisements that had already received impressions before the restriction period could continue running, subject to limitations.

Meta says the policy is intended to reduce the risk of last-minute claims circulating without sufficient time for public scrutiny. The company has also described its election operations as supporting freedom of expression and voter participation.

This advertising policy is distinct from the reported declines in organic content reach. The existence of an advertising restriction does not demonstrate that Meta deliberately suppressed the FEMINIST post.

Nevertheless, these developments underscore the importance of transparency regarding how political information is moderated, recommended and distributed during elections.

A growing international concern

The United States is not the only country where restrictions on digital expression have raised questions about democratic participation.

Repro Uncensored has documented election-related concerns in Brazil, including reports of Meta account restrictions affecting political commentators, LGBTQIA+ advocates and civil society organizers.

In Albania, the organization has documented coordinated attacks involving copyright complaints and account restrictions affecting activists, journalists and independent information platforms.

These incidents involve different circumstances and enforcement mechanisms. They nevertheless illustrate how disruptions to online visibility or access can affect public communication and civic participation.

Repro Uncensored is examining reports of unexplained follower losses and declining visibility across Meta's platforms to better understand the impact on affected individuals and organizations.

Why it matters

Elections depend on more than access to the ballot. People also need access to information, opportunities to participate in public debate and channels through which they can organize and communicate.

The growing influence of platform recommendation systems raises fundamental questions about the private governance of political expression.

Voter information

Reduced distribution of election-related material can limit the visibility of useful civic information, particularly close to Election Day.

Community organizing

Advocacy groups and independent media rely on digital platforms to reach supporters, mobilize communities and communicate.

Platform accountability

Transparent recommendation systems and meaningful avenues for review are essential to protecting expression online.

Repro Uncensored is calling for greater transparency over content distribution and stronger safeguards against arbitrary restrictions, especially during elections and other politically sensitive periods.
